Construction Warning (CW) Signs: A temporary traffic control zone is an area of a highway where road user conditions are changed because of a work zone or an incident. When used in temporary traffic control zones, the sign legend and border shall be black on an orange background. The Double Arrow (CW12-1) sign may be used to advise road users that traffic is permitted to pass on either side of an island, obstruction, or gore in the roadway. Traffic separated by this sign may either rejoin or change directions. When used in front of an obstruction, the Double Arrow sign should be mounted on the face of, or just in front of, the obstruction. Where stripe markings are used on the obstruction, they should be discontinued to leave a 3 inch space around the outside of the sign.
